Support for training and employment

Support for Training and Employment was set up with effect from September 1st, 2023 to facilitate the entry into the workplace of individuals at risk of social and employment exclusion. This employment support measure involves participation in training, qualification, re-qualification, orientation, employment assistance and active employment policies, variously designated (Art. 12 of the 2023 Employment Decree).

Support measures also include universal civil service and socially beneficial projects in the cultural, social, artistic, environmental, educational and public heritage protection spheres, to be carried out in the beneficiary's municipality of residence, in a manner compatible with the beneficiary's other activities. These activities are carried out free of charge; they are not considered equivalent to employment or quasi-employment and do not, in any case, entail the establishment of a relationship of public employment with public administrations (Art. 6, para. 5, of the Employment Decree).

Education and Training Support can be used by individual household members ages 18 to 59, with a family ISEE ("Equivalent Financial Situation Index", a household economic status indicator) of no more than €6,000 a year, who do not meet the requirements for the Inclusion Allowance. Education and Training Support can also be used by individual members of households who receive the Inclusion Allowance and who decide to participate in active employment policy programmes, even though they are not subject to the obligations imposed by the personalised social and employment inclusion programme, provided they are not calculated in the equivalence scale set out in Art. 2, para. 4, of the Employment Decree.

Support for Training and Employment is not compatible with the Inclusion Allowance, Citizenship Income, Citizenship Pension and all other public programmes for supplementing or supporting income due to involuntary unemployment.

The interested party applies for access to Support for Training and Employment via the remote procedures used for the Inclusion Allowance and the platform of the Information System for Social and Employment Inclusion (SIISL), to sign the digital activation agreement, in which the beneficiary undertakes to appear when summoned by the competent employment service to sign the service agreement. Once the application has been accepted by INPS (Italy's primary social-security agency) and the digital activation agreement has been signed, the applicant is summoned by the competent employment service to sign a personalised service agreement after concluding the digital activation agreement.

The personalised service agreement indicates, as an employment support measure, at least three employment agencies or organisations authorised to carry out intermediation, identified by the beneficiary within the framework of the digital activation agreement. The personalised service agreement may include provisions for enrollment in specific employment services and training programmes provided for in the National Programme for the Guarantee of Employability of Workers (GOL), as set out in Mission 5, Component 1, of the National Recovery and Resilience Plan (NRRP).

The applicant may be invited to appear by the competent employment service through the SIISL platform or other means, such as text messages or e-mail, using the contact details provided by the beneficiaries for this purpose. 

After signing the service agreement, the interested party may receive offers of employment, orientation services and employment assistance through the platform, or be placed in specific training projects provided by public and private bodies accredited for training by regional systems, interprofessional funds or bilateral entities. The interested party may independently identify training projects coming within the scope of those indicated in the first sentence, to which to be admitted – in which case the interested party must immediately report this fact through the platform.

After the service agreement is signed through the SIISL platform, participation in employment support activities renders the interested party eligible for an economic benefit, as an indemnity for participation in employment support measures, with a monthly value of €350. This sum is disbursed for the entire duration of the measure, with up to a maximum limit of 12 monthly instalments. The economic benefit is paid through monthly bank transfers by the INPS

The interested party must participate in the training and employment support measures indicated in the personalised service agreement, confirming participation in the activities concerned with the competent services at least every 90 days, including via remote channels. In the absence of confirmation, the benefit is suspended. 

Failure to enrol in first-level adult training programmes, or programmes otherwise functional to fulfilling the training requirement, where not already fulfilled, results in suspension of the benefit, which in any case begins at the start of the training programme, subject to the maximum period of 12 months.
