National Plan of Recovery and Resilience

The measures for which the Ministry of Labor and Social Policies is responsible come under the heading of  Mission 5 “Inclusion and Cohesion” of the PNRR. Their main objective is to reform the system of labor policies and professional training currently in use, by introducing and implementing essential levels of service and fostering the employability of the unemployed, with particular attention to the so-called vulnerable population, and those with the least access to the labor market. This is also necessary in a view of social inclusion of citizens in conditions of extreme fragility.

A total of  7.25 billion euro have been invested, including “existing projects”, and significant reforms have been enacted with regard to the systems of labor policies and professional training, combating the irregular employment and applying social policies through fundamental investments in the development of innovative tools of active labor policies and to strengthen the actions and structures targeted on the more vulnerable individuals.

The reforms and investments contemplated can be detailed as follows.


M5C1 (Component C1 - “Labor Policies”)

The “Labor Policies” component aims to accompany a transformation of the labor market with adequate tools to facilitate occupational transitions, to enhance the employability of workers, and to increase the level of protection through training. The general goal is to strengthen active labor market policies (ALMPs), including the departments that provide them (CPI), and professional training programs, also by increasing the resources for dual training. 

In particular, through two investments and two reforms, it is will be possible to:

  • increase the rate of employment, by facilitating job transition and providing workers with adequate training;
  • reduce the mismatch of skill sets;
  • increase the quality and number of training programs for unemployed workers and the young, in a context of investment, also in the continuous training of employed workers.

Reforms:

- Reform of the active policies of the labor market and professional training;

- Introduction of a national plan for combating the irregular employment.

Investment:

- Strengthening the Employment Agencies;

- Strengthening the Dual System.


M5C2 (Component C2 - “Social Infrastructures, Family, Community and Third Sector”)

This component valorizes the “social” dimension of such policies as healthcare, urban planning, housing, child care, assistance to elderly and vulnerable citizens, as well as job training, support to families, security, multicultural inclusion and gender equality.

The actions contemplated involve fragile individuals in their personal, family and social dimension. The aim is to prevent social exclusion, by acting on the main individual and collective risk factors, coherently with what has already been programmed in the first component and ensuring the recovery of the maximum personal autonomy.

The component consists of one reform and four investments:

  • the reform refers to the frame law for an organic system of actions in favor of elderly and non-self-sufficient citizens, including the definition of LEP (Essential Level of Service), i.e. unique points of access to social and health services, recognition of conditions of non-self-sufficiency based on the need of assistance, multi-dimensional evaluation, drafting of a customized project for home care and deinstitutionalization This reform will make use of the experience gained in the field of the Local Social Environments (ATS) that will implement the investments of M5C2-1 (social infrastructures);
  • the investments are geared toward the creation of pathways of independence for people with disabilities, the increase in infrastructures for handling the main social vulnerabilities in the area of material poverty and housing hardship, the identification of acceptable housing solutions for farm workers, in an effort to resolve the problem of illegal settlements.

Reforms:

  • Introduction, through legislation, of an organic system of actions in favor of the elderly and non-self-sufficient population.

Investment:

- Support to vulnerable individuals and prevention of institutionalization of the non-self-sufficient elderly;

- Pathways of independence for persons with disabilities;

- Temporary housing and lodgings for the unhoused;

- Integrated Urban Programs for the elimination of illegal settlements in agricultural areas.
