PUBLIC STRATEGIES AND GLOBAL STANDARDS FOR AI IN THE WORKPLACE

Alberto Barachini, Undersecretary of State to the Presidency of the Council of Ministers
Undersecretary of State to the Presidency of the Council of Ministers, with responsibility for Information and Publishing. A Senator and journalist, he has served as Chair of the Parliamentary Commission for the Oversight of RAI, as well as correspondent, anchor and senior editor at Mediaset.

Stefano Scarpetta, OECD Director for Employment, Labor and Social Affairs
He is Director since 2013, where he has been responsible for the design and the implementation of the strategy of the Organisation on labour market and social policy issues, international migration and health policy issues. Scarpetta has been appointed as the Chief Economist of the OECD effective from 1 April 2026. As a member of the Senior Management team of the Organisation, he contributes to support and advance the strategic orientations of the OECD. He has published extensively in academic journals and edited several books. He holds a Ph.D. in Economics from the Ecole des Hautes Etudes en Science Sociales, Département et Laboratoire d’Economie Théorique Appliquée in Paris and a Master of Science in Economics from the London School of Economics and Political Science.

Sangheon Lee, ILO Acting Assistant Director-General for Jobs and Social Protection
Director of the Employment, Job Creation and Livelihoods Department, which leads the ILO’s action for promoting full and productive employment by developing integrated employment, development and skills policies. He is also serving as Officer-in-Charge Assistant Director-General for the Jobs and Social Protection Cluster, overseeing three departments: Employment Policy, Job Creation and Livelihoods; Social Protection; and Sustainable Enterprises, Productivity and Just Transition. Prior to becoming the Director of EMPLOYMENT, he was the Special Adviser to the Deputy Director-General for Policy on Economic and Social Issues (2014-18), and an acting director for Research Department (2017-18). Mr Lee has written extensively on economic, employment and labour issues, including articles in academic journals, as well as edited volumes. Mr Lee holds a PhD in Economics from Cambridge University.

He has served as Extraordinary Commissioner of Alitalia, Chairman of Autostrade Alto Adriatico S.p.A. and Member of the Presidential Council of the Court of Auditors.

Fabrizio D'Ascenzo, President of INAIL
Full Professor of Production Technology and Business Information Systems at the Faculty of Economics of Sapienza University of Rome. He is currently on leave from the University following his appointment as President of the National Institute for Insurance against Accidents at Work. He also serves as Vice President of the Italian National Standardization Body. From 2017 to 2023, he was Dean of the Faculty of Economics at Sapienza University of Rome, and from 2014 to 2017 he served as Director of the Department of Management at the same University. He was President of the Master’s Degree Programme in Economics and Communication for Management and Innovation and Director of the Master’s Programme in European Project Planning at the Faculty of Economics of Sapienza. He holds a PhD in Commodity Science from Sapienza University of Rome and has been awarded honorary doctorates by the Saint Petersburg State University of Economics and the Bucharest University of Economic Studies. He is Honorary Professor at Zhongnan University of Economics and Law in Wuhan, a member of the Editorial Board of the journal Sustainability published by MDPI, and a member of the Advisory Board of the scientific journal International Social Security Review published by Wiley. He is the author and co-author of more than 250 books and academic articles published in Italy and internationally.

Lucilla Sioli, Director for Artificial Intelligence and Digital Industry - European Commission
She is the Director of the "EU AI Office" within Directorate-General CONNECT at the European Commission. She is responsible for the coordination of the European AI strategy and its governance, including the AI Continent Action Plan, the Apply AI strategy, the implementation of the AI Act and international collaboration in AI and AI for good. She is also responsible for the coordination of the R&D&I activities in the field of AI and for the implementation of innovation activities in key strategic sectors such as healthcare, robotics and advanced manufacturing. Lucilla holds a PhD in economics from the University of Southampton and one from the Catholic University of Milan and has been a civil servant with the European Commission since 1997.

Clara Chappaz, French Ambassador for Digital Affairs and Artificial Intelligence
After the first stage of her career in the international private technology sector, Chappaz combined her passion for digital innovation with her commitment to France by transitioning to the public sector upon her return to the country.A graduate of ESSEC Business School, Clara Chappaz began her career in Southeast Asia working for various e-commerce start-ups. In 2018, she earned an MBA from Harvard University. She then joined Vestiaire Collective, a Paris-based platform for buying and selling pre-owned luxury goods, as Chief Commercial Officer. In 2021, she took the helm of La French Tech Mission, a branch of the Ministry of the Economy supporting the growth of innovative tech start-ups in France and abroad. On the recommendation of the Prime Minister, the President of the Republic appointed Clara Chappaz Secretary of State for Artificial Intelligence and Digital Affairs, under the Minister of Higher Education and Research, on September 21, 2024, and later Minister Delegate for Artificial Intelligence and Digital Affairs, reporting to the Minister of the Economy and Finance, on December 21, 2024.

Giusella Finocchiaro, Full Professor of Private Law and Internet Law - University of Bologna
Full Professor of Private Law and of Internet and Artificial Intelligence Law at the Università di Bologna. She is a member of the Academy of Sciences of the Institute of Bologna. She is the founder of the eponymous boutique law firm, based in Milan and Bologna, specialising in new technologies law, privacy, e-commerce and electronic signatures. From 2014 to 2022, she served as Chair of the UNCITRAL Working Group on Electronic Commerce and was a member of UNIDROIT within the “Digital Assets and Private Law Project.” She chaired the Commission appointed by the Italian Ministry of Justice to draft the legislative decree aligning the Italian legal system with the European Regulation on the protection of personal data. She is a member of the Artificial Intelligence Commission for Information established by the Department for Information and Publishing of the Presidency of the Council of Ministers. She also serves as Legal Expert to the World Bank. President of the Fondazione del Monte di Bologna e Ravenna from 2015 to 2023, she currently holds several prominent positions within corporate governance bodies. She is the author of numerous publications in the fields of Internet Law and Information Technology Law.

Diego Ciulli, Head of Government Affairs and Public Policy - Google Italy
He is Head of Government Affairs and Public Policy at Google for Italy, Greece and Cyprus. With Google for over fourteen years, he has worked on issues including the internet economy, digital policy and AI governance. He has served as a member of the International Advisory Board of STOA (Science and Technology Options Assessment) of the European Parliament, was named a “Young Leader” of the Council for Italy and the United States in 2014, and has acted as an advisor to the Department of Management at Ca’ Foscari University of Venice.

TRADE UNIONS, BUSINESSES, AND INSTITUTIONS: THE CHALLENGES OF AI

Francesco Sinopoli, President of the Di Vittorio Foundation - CGIL
President of the Fondazione Di Vittorio since 2023. He holds a degree in Law and a PhD in Labour Law and Industrial Relations. From 2006 to 2023, he was active within the Federation of Knowledge Workers (FLC CGIL), first as an official, then as National Secretary, and finally as General Secretary. He is the author of books, essays and articles addressing issues such as precarity, social complexity and the challenges of the contemporary world, with particular reference to peace and war, climate change, wage dynamics and technological transformation.

Mattia Pirulli, CISL General Secretary
In 2006, he began collaborating with ALAI, supporting the initial territorial experiences in Rome concerning the representation of temporary agency workers and project-based collaborators. In 2013, he was appointed General Secretary of FeLSA Lazio, an experience that also enabled him to deepen his knowledge of the self-employment sector. At the end of 2015, he joined the National Secretariat of FeLSA, where he was also responsible for national collective bargaining in the temporary agency work sector. In 2016, he was elected General Secretary of FeLSA, a position he held until his election to the Confederation Secretariat of CISL on 19 December 2023. He has been entrusted with responsibilities for labour market policies, collective bargaining and representation, health and safety, and international policies.

He holds a degree in Political Science and served as a researcher at ISPESL, focusing on occupational health and safety. He was first appointed Secretary of UIL University and Research and subsequently Secretary of UIL Lazio. Organisational Secretary of the National Confederation since 2014, he was elected General Secretary in 2020. He is a member of the Executive Committee of the European Trade Union Confederation.

BEYOND THE PRESENT: SCENARIOS, SKILLS AND INNOVATION FOR CHANGING WORLD OF WORK

Francesca Rossi, AI Ethics Global Leader - IBM
She is an IBM Fellow and IBM’s Global Leader for Responsible AI and AI Governance. She works at the IBM Thomas J. Watson Research Center in New York, where she leads research initiatives in artificial intelligence, a field in which she has worked throughout her career and in which she has published more than 220 scientific papers. After earning her degree and PhD in Computer Science from the Università di Pisa, she served as Full Professor of Computer Science at the Università di Padova for twenty years before joining IBM in 2015, where she founded the company’s AI Ethics Board. She has been a member of the European Commission’s High-Level Expert Group on Artificial Intelligence and collaborates on AI ethics with the United Nations, the World Economic Forum, the OECD and the Partnership on AI. She is currently Past President of the Association for the Advancement of Artificial Intelligence.

He is Director General of the Agenzia per l'Italia Digitale. A civil engineer with a PhD in Transport Engineering, he led the digital transformation of the Ministry of Infrastructure and Transport, overseeing information systems, technological innovation and digitalisation processes within the Public Administration.

She is Chief Executive Officer of Almawave, a company of the Almaviva Group operating in the fields of Data and Artificial Intelligence. Among her other positions, she serves as Chair of The Data Appeal Company, SisTer, Almawave do Brasil, Almawave Corp and Mabrian Technologies. In 2025, she received the Premio Italia Informa for Italian Excellence and the Key4biz Award for Artificial Intelligence. She was listed among the 100 Most Powerful Women 2024 by Fortune Italia and among the 100 Top Managers 2024 by Forbes. She is a member of the Advisory Board of the B7, the UniCredit Centre Advisory Board and the Astrid Observatory on Artificial Intelligence. Co-author of three US patents, she is also a member of the Scientific Committee of the MBA in AI & Business Strategy at RCS Academy Business School.

He has served as President of Istat since 30 May 2024. He has been Full Professor of Economic Statistics at the Department of Economic and Social Sciences of the “Giorgio Fuà” Faculty of Economics at the Marche Polytechnic University since 2006. At the same university, he has also served as Director of the Department of Economic and Social Sciences and as Dean of the Faculty of Economics. He chaired the Italian Society of Economics, Demography and Statistics for two consecutive terms. From 2021 to 2022, he was Director of the Department for Statistical Production at Istat; from 2022 to 2023, he served as a Member of the Istat Board; and in May 2023, he was appointed Acting President of Istat. He is the author of more than one hundred articles published in national and international scientific journals.

Luciano Floridi, professor
John K. Castle Professor at Yale University and Professor at the Università di Bologna, is widely regarded as one of the most authoritative voices in contemporary philosophy. Founder of the philosophy of information and a leading expert in digital ethics and artificial intelligence, he has authored over 400 publications translated worldwide. A Knight Grand Cross of the Order of Merit of the Italian Republic (OMRI), since 2025 he has served as President of the Fondazione Leonardo ETS.
